- Removes beef and pork from the list of items that must have mandatory country of origin labels
- Removes ground beef and ground pork from the list of items that must have mandatory country of origin labels.
- Removes "chicken, in whole or in part" from the list of items that must have mandatory country of origin labels.
- Eliminates voluntary programs for labeling the country of origin of beef.

The U.S. Senate voted 76-24 to create the World Trade Organization on December 1, 1994.
